Order. I am loth to interrupt the hon. Gentleman, but we covered much of that ground earlier in the debate, when I do not think he was in the Chamber. He has probably given the hon. Member for Argyll and Bute (Mr. Reid) enough to work on for the time being. The price of whisky is going up, mainly because the Government keep on putting the duty up higher than the rate of inflation. We saw it in las... 12 May 2009 AYE

claimed to move the closure ( Standing Order No. 36 ). On a point of order, Sir Michael. Order. I now have to decide whether to accept a closure motion. The Minister is only 10 minutes into her response, so perhaps it would not be reasonable to accept a closure motion at this juncture. I had actually finished my remarks on the amendment, Sir Michael. Question put forthwith , That the Question be n... 12 May 2009 AYE
I hope that I have reassured the hon. Member for Taunton that we have taken steps to secure the objectives that his amendment would deliver, in so far as they are achievable, and that he will feel able to withdraw the amendment. Thank you, Sir Michael, for giving me an opportunity to speak at the conclusion of this helpful debate. Many hon. Members will appreciate the modest but none the less welc... 12 May 2009 AYE
The Minister is most generous in giving way again, and I am most grateful. I accept the value of the benefits that the Minister has outlined—it would be churlish not to—but my point is that the customers of the business to which I referred say that, even though they get a lot of grant, they simply do not have the money that they need to put in themselves. They get a 40 per cent. grant, but they ca... 12 May 2009 NO
I refer the right hon. Gentleman to the authoritative KPMG survey of more than 500 multinational companies that reached that conclusion. The World Bank's "Doing Business 2009" study ranks the UK sixth in the world. The evidence is clear: we are in a strongly competitive position, and it is important that we should retain that. If everything is so wonderful, why have so many companies left for tax ... 12 May 2009 NO
Question accordingly negatived. Question put forthwith (Standing Order No. 62(2)), That the Bill be now read a Second time. 11 May 2009 AYE
My hon. Friend is worried that the age discrimination provisions will not apply to under-18s. It is a complex issue, but we have concluded that they would not address, for instance, the many concerns that she and the hon. Member for Hornsey and Wood Green raised this evening and that they could make matters far worse for children. I pay enormous tribute to the hon. Member for Daventry (Mr. Boswell... 11 May 2009 NO
Question accordingly negatived. The Deputy Speaker then put forthwith the Questions necessary for the disposal of the business to be concluded at that time ( Standing Order No. 83E ). Amendment made: 10, page 31, line 1, leave out Clause 49.— (Ed Balls.) 5 May 2009 NO
Will the Minister give way? One more time. The Minister has been very generous, Madam—sorry, Mr. Deputy Speaker; I am confusing genders. If there has been no grade inflation, why has it been necessary to introduce the A* grade, which I understand many universities are now obliging students to attain? I find it very sad that the hon. Gentleman cannot accept the possibility that the abilities of our... 5 May 2009 NO
Adding to all the financial woes, the Government are muddying the waters by further complicating an already complex system. The ineffectual LSC is to be abolished, only to be replaced by three new bodies. That has led to further confusion and worry, especially as there is no evidence that the more complicated system will be any more efficient. With your permission, Mr. Deputy Speaker, I propose to... 5 May 2009 NO

Question accordingly agreed to. Motion made, and Question proposed, (1) That, in the opinion of this House, staff who work for an hon. Member should be employed by the House, as a personal appointment and managed by the hon. Member; and (2) That the House of Commons Commission shall consider this decision and make recommendations for its implementation, including any transitional provisions which ... 30 Apr 2009 NO

Member's position as a Member of Parliament; and (4) That the provisions of this Resolution shall come into effect on 1 July 2009 . —[Chris Bryant.] Does the hon. Member for South Staffordshire (Sir Patrick Cormack) wish to move amendment (g)? I wish j... 30 Apr 2009 AYE
In order to help the hon. Gentleman, it was explained earlier that the following motions can be voted against. The House can negate them if it so wishes. [Interruption.] The right hon. Member for Maidstone and The Weald (Miss Widdecombe) was very good at being a Home Office Minister, but she should let me do the chairing. She will find it easier. On a point of order, Mr. Speaker. As a mere ex-Home... 30 Apr 2009 AYE
The other issue that we need to clarify, which was raised by the right hon. and learned Member for Folkestone and Hythe (Mr. Howard) , concerns the position of the Government of Nepal and the court case. The Nepalese official who gave evidence to the court case did so in a private capacity. There was nobody there from the Ministry of Foreign Affairs and the Nepalese Government have not given a vie... 29 Apr 2009 NO

(1) For the tax year 2009-10 the amount specified in section 35 of the Income Tax Act 2007 (personal allowance for those aged under 65) is replaced with "£6,475". (2) Accordingly, section 57 of that Act (indexation of allowances), so far as relating to the amount specified in section 35 of that Act, does not apply for that tax year. Given the limited time that I have to respond to the debate, it is clear that I must focus on some of the major issues. My hon. Friend the Member for Great Grimsby (Mr. Mitchell) spoke exclusively about rates in ports. Rather than responding in detail now, I refer him to the fact that there will be a debate on the Floor of the House next Wednesday on the regulations that the Government propose to ... 25 Mar 2009 NO

My hon. Friend the Member for Newport, West (Paul Flynn) , with whom I often disagree, brought home the gravity of the decisions with which we were all confronted back in 2003 by the simple act of reading out the names this afternoon of all of our people who died in the operation in Iraq. Acknowledging that gravity is something that unites the House. A couple of other things also unite the House. ... 25 Mar 2009 NO

Government amendment 131. We come to the anonymous witnesses part of the Bill. Members will recall that the anonymous witness provisions in the existing law passed through the House in one day last year, and through the other place in two days. At that point, we were promised proper consideration of the provisions in a full debate, in a full Bill. We are now left with a Report stage, effectively o... 24 Mar 2009 NO
The hon. and learned Member for Harborough says that we are suffering from them, but I was about to say that my mistakes pale into insignificance when compared with the triumphs of this Administration, of whom I have been an adornment. Name the triumphs! Another hon. Gentleman on the Opposition Front Bench asks me to name the triumphs. I could name a number of them, but I shall name just one. Acco... 24 Mar 2009 NO
The hon. Gentleman, as always, puts the argument so eloquently that I simply endorse what he says. Does my hon. Friend agree—I assume she does, as she will have signed off the information given by the Government at the time of this debate—that if the removal of the free speech clause will not affect the threshold of the offence, logically its retention cannot affect the threshold of the offence ei... 24 Mar 2009 NO
I am pleased that the Minister is admitting that we will now be pulling away from the system that exists in this country, which did not seem to come across in his earlier remarks, but who is the DPP going to answer to? The DPP will be answerable to the Assembly for the use of resources and the administration of its office—that is very clear—but not for individual prosecution decisions, which are e... 4 Mar 2009 NO
If the Secretary of State wants to agree to it, it may not have to go to a vote; otherwise, I will press it. I fear that I will have to disappoint the hon. Member for Wellingborough (Mr. Bone) . I hate also to disappoint the hon. Member for Aldridge-Brownhills (Mr. Shepherd) . I made my argument today in sorrow, not in anger. Why cannot the Secretary of State accept the validity of the points that... 4 Mar 2009 NO
