So that the general public can understand what is happening in the debate, will the Minister say whether he agrees with my analysis of the conciliation process—that a stalemate is likely and that the matter will go back to the Commission, where it will remain beyond the life of the Commission? Does the Minister anticipate a result before the European elections? We will know one way or the other wh... 10 Mar 2009 NO
I accept the point of my hon. Friend the Member for Halton (Derek Twigg) about the £2 billion, because that is essential to keep Jobcentre Plus going and working effectively. I also take his point—not least because we recently announced the Houghton report—about the role of local government of all political persuasions in working with its local communities to do everything possible for local labou... 10 Mar 2009 NO

I should first say that the term "acting Speaker" is certainly not in the Standing Orders. Standing Order 83E(2)(c) speaks of "The question on any amendment, new clause or new schedule selected by the Speaker for separate decision". That is clear. Subsection (3) states: "On a motion made for a new clause or a new schedule, the Speaker shall put only the question that the clause or schedule be adde... 2 Mar 2009 AYE
Question accordingly agreed to. Amendment 140 agreed to. On a point of order, Madam Deputy Speaker. My understanding is that we voted on new clause 23 although it had never been moved. Could we vote on my amendments 84 and 85, which were supported by 216 Members of Parliament? I think we should vote on those amendments. 2 Mar 2009 AYE
Amendment 96, page 6, line 7, leave out '£5,000' and insert '£7,500'. Amendment 97, page 6, line 18, leave out '£5,000' and insert '£7,500'. Amendment 98, page 6, line 35, leave out '£1,000' and insert '£1,500'. Amendment 99, page 6, line 35, leave out '£5,000' and insert '£7,500'.— (Mark Tami.) This has been a very interesting debate. The proceedings of the Neill committee have been set out in some detail, so I shall not repeat them. The clause would end the big donor culture at a stroke. Some may argue for a cap of less than £50,000. I notice that the Liberal Democrats started to do that today. That, as the Lord Chancellor pointed out, is a flat contradiction of the Liberal party policy... 2 Mar 2009 NO

The hon. Member for Clwyd, West (Mr. Jones) paid tribute to the lamb from his constituency. He knows that Welsh lamb as a brand—like Hereford and others—has succeeded in overcoming many obstacles by clearly identifying its origin as a mark of quality and integrity. That is why people search it out. The hon. Gentleman and the hon. Member for Westbury (Dr. Murrison) spoke with passion about mandator... 24 Feb 2009 NO
The hon. Member for Bournemouth, East (Mr. Ellwood) stood up for his constituency by calling for more resources for Dorset, and I now turn to that point. The resources provided to Dorset police authority have gone up by 47 per cent. since 1997, which is a 12 per cent. increase in real terms. I will come to this morning's report in The Times in a moment, but police numbers in the hon. Gentleman's a... 24 Feb 2009 NO
Like the majority of my constituents who live along the boundary fence at Heathrow, and like my local borough council, I support the building of another runway at Heathrow. However, as you will rightly remind me if I carry on in this vein, Madam Deputy Speaker, this is not yet another debate about Heathrow, so I shall avoid that subject for the moment; there will be plenty more opportunities. I op... 24 Feb 2009 NO

Will my hon. Friend give way? I have only two or three minutes before the guillotine falls. I want to be as brutally honest as the right hon. and learned Member for Rushcliffe. We do have problems discussing this issue in the Labour party: there is clearly a difference of opinion, and it would be wrong for us not to reflect that by debating the issue. However, I do not think that an Opposition day... 11 Feb 2009 NO
I will give way, but I am conscious of time and have a lot of points to cover. Given that the hon. Gentleman was not here for the rest of the debate, I hope that he will be very brief. I am grateful to the Minister. He knows that I am very fond of him and of Hartlepool, and that when I was a Minister, we spent a great deal of money on Hartlepool. One problem that we had when I was a Housing Minist... 11 Feb 2009 NO

I know that there is a desire to get on to the next set of amendments, but this is an important principle. I wish to press amendment No. 91 to a Division, and I urge hon. Members to support me. I beg to ask leave to withdraw the amendment. Amendment, by leave, withdrawn. Amendments made: 31, page 4, line 15, leave out 'two' and insert 'one'. Amendment 21, page 23, line 11, leave out 'paragraph 1(5)' and insert 'paragraph 1A'. Amendment 22, page 23, line 15, leave out from 'which' to end of line 23 and insert 'an order under paragraph 3— (i) was applied for; (ii) was made.' . — (Mr. Wills.) Amendment proposed: 74, page 25, line 22, leave out 'a county court' and insert 'the High Court.'— (Mr. Djanogly.) 9 Feb 2009 NO
My hon. Friend the Member for High Peak (Tom Levitt) spoke of his own experience of the disastrous effect of a Tory recession on skills, employees and employers, contrasting it with the resilience that he observes on the ground in his constituency and the Labour response to a global downturn. He spoke of Tarmac's Jesuitical determination to invest in skills during a recession. He is right: busines... 3 Feb 2009 NO
If the House is able to end the business of having to report separately to the Registrar of Members' Interests and the Electoral Commission, the Government stand ready to commence section 59 of the Electoral Administration Act 2006 so that we, as parliamentarians, have to report to only one place. We have had a short but interesting debate this evening, and I would like to deal with some of the issues raised. Interestingly, the hon. Member for Twickenham (Dr. Cable) said that capital expenditure simply is not taking place at the moment. I am glad to say that that is not true; I am sorry to disappoint him, but there is a great deal of work going on, and a great deal of extra capital expendit... 2 Feb 2009 NO

If ever we saw a sign that the Conservative party is not ready for government, it is in the motion that it put before us tonight. What does it offer? Delay, indecision and more consideration. Just remember—the Conservatives used to accuse us of being obsessed with reviews. What do we have from them now? We have, "Let's have a review, let's put off the difficult decision." British business and the ... 28 Jan 2009 NO

The hon. Gentleman also made a point about pension credit, and I think he talked about the 7 per cent. rate. We have not assumed a 7 per cent. interest rate, if I heard him correctly on this matter. Pension credit rules are more generous than those of the previous minimum income guarantee, and they assume a notional rate of income at a rate of £1 for every £500 or part of £500 savings held above t... 21 Jan 2009 NO
I shall concentrate on the specific points that have been made, but if I do not have time to respond to all of them, I shall endeavour to write to hon. Members. I shall give way to the hon. Such an approach enables the EU and the UK to achieve our international and domestic objectives, increasing security and prosperity for EU member states' citizens, as well as those of Russia. The murder of Alexander Litvinenko was mentioned. It was a chilling crime, which placed thousands of innocent residents and visitors at risk. I want to refer briefly to the comments made by the hon. Member for Taunton (Mr. Browne) . I agree with him that it is disappointing that there has been an increase in the level of irregularities. The figures that he quotes mostly relate to the fact that there is a larger EU following the accession of Bulgaria and Romania. Overall, the levels of fraud that were found by the European Court of Audit... 20 Jan 2009 AYE
