I want to see the Bill brought forward and that is why I will be supporting the carry-over motion, although I want to see levels of reporting reduced to lower sums so that we have even greater transparency. I cannot give way; I have very limited time. Another argument that is put forward is that the scheme will not help diminish fraud. Clearly the 24 European Union countries that have opted for an identity card scheme think that it will help attack fraud. It is not the key element, but it is one element.
