That Labour councillor introduced an article 4 measure with immediate effect to prevent the conversion of more premises from other use classes to that of a betting shop. Let me quote that Labour councillor’s words on the Southwark council website— [ Interruption. ] She is a Labour councillor, and Labour Members might want to listen to her. She knows a lot more about this than they do. Councillor F... 8 Jan 2014 NO
No, I will not take any more interventions. Order. The House should listen to the Minister. The Chairman of the Select Committee also recognised that Labour did not deliver enough houses when in government. As housing Minister, I have had the privilege of meeting mothers from Peckham who have secured a shared ownership home; a right-to-buy couple from Swindon who have now got their own home; a you... 8 Jan 2014 NO

I regret to hear what the Minister is saying. One thing he could do is to change the clawback from 100% to 75%, which would at least give people a little more money. Some things are out of my hands, and such is the legal situation in relation to clawback. I cannot change that through the Bill. It just happens: if someone gets compensation, there is clawback on it at 100% because taxpayers’ money i... 7 Jan 2014 NO
I would like to associate myself with the thoughts and best wishes to the right hon. Member for Wythenshawe and Sale East (Paul Goggins) . He is a good friend. He has been a good friend to the people of Northern Ireland, both as Minister and outside of that role. We respect him greatly and hope he will return to health and strength in a short period of time. In conclusion, it is clear that somethi... 7 Jan 2014 NO

I will be extremely brief and confine my remarks to Flood Re. With all due respect to the hon. Member for Newbury (Richard Benyon) , if this is the best that three and a half years of intense negotiations can produce, I am not sure that congratulations are in order. As I understand it, the scheme will cover only a fraction of the 6 million homes that are deemed to be at flood risk. Finally, if Flo... 6 Jan 2014 NO
The Minister talks about fair deals between water companies. Is he satisfied with the terms for the supply of water from Wales to Severn Trent, especially given that Severn Trent is apparently selling on 30 million litres of water a day to Anglian Water at commercial rates? Of course, that is happening on the back of Welsh resources. The hon. Gentleman is tempting me to get into the specifics of i... 6 Jan 2014 NO

I thank the Minister for giving way. I think he was somewhat churlish in not acknowledging that many Opposition Members are also extremely grateful to those who work in food banks. When I went to my local church-run food bank, I found that the people there were not political; the one thing they wanted to tell me was how shocked they were that so many of the people coming to them were suffering fro... 18 Dec 2013 NO
Order. The Minister is not giving way. He has limited time, and we will hear him. Thank you, Madam Deputy Speaker. In the longer term, we need to do more to prevent people from ending up in hospital as a result of avoidable crises. As my hon. Friend the Member for St Ives (Andrew George) said, we need to make two big shifts. The first involves a move to a much greater focus on preventing ill healt... 18 Dec 2013 NO
(a) on the basis of whether an authority’s relevant basic amount of council tax for the financial year beginning with 1 April 2013 would have been excessive if that amount for that year and for the immediately preceding financial year had been determined under section 52ZX of the Local Government Finance Act 1992 as amended by this section, (b) on the basis of whether an authority’s relevant basic... 17 Dec 2013 NO
Local authorities often work with residents, community groups and MPs to promote the best interests of residents in matters such as the siting of local health provisions and national infrastructure developments. If the Government’s proposals pass, the Secretary of State could use clause 39 to block such collaboration, ultimately to the detriment of residents. Time and again, the Secretary of State... 17 Dec 2013 NO
I did not get much of an impression of that in the hon. Lady’s contribution, but I give way to her. The Minister has also just repeated the ridiculous notion of the £3.8 billion for the integration of health care. That is not new money. It includes care— Order. I call the Minister. I note the position in Salford, and I recognise that finances in local government are tight. However, the Opposition ... 16 Dec 2013 NO

Indeed, the Minister cited Florida as an example earlier. The panel comes to the conclusion that it strongly calls for the establishment of real-time data sharing and I hope that the Government will listen to that. With the leave of the House, Madam Deputy Speaker. I thank all hon. Members for their contributions. It has been a good debate and a number of important issues have been raised, so I wa... 11 Dec 2013 NO
With respect, I am even more confused than before. What is the point of bringing in an offence that will change the behaviour of bankers, but will not, by itself, defend the banks? As I understand it, if the behaviour that we seek to stop is reckless banking, the reason that it should be criminalised is in order to stop banks failing and the financial system crashing. It is difficult to prove that... 11 Dec 2013 AYE
Let me clarify my point about the employment allowance. From the moment it was announced in the Budget, our immediate critique was not that it should not be introduced —we supported its introduction from the beginning—but to say, as we have continued to say, “Bring it in as soon as possible—why wait?” If there were compelling reasons for the wait, it would be understandable, but I am afraid that I... 10 Dec 2013 NO

Of course, competition for funding remains extremely high and the quality of applications is increasing all the time. For example, in the previous round of Inspired Facilities, Sport England received more than a 1,000 applications for about £55 million of funding when it had only £16.2 million available. If a club is unsuccessful in its application, Sport England offers individual feedback and sup... 4 Dec 2013 AYE

West (Geraint Davies) and for Sefton Central (Bill Esterson), and although I did not agree with much of the contribution from the hon. Member for Rochdale (Simon Danczuk) , it was thoughtful and entertaining in places. My hon. I think the Minister will find that the organisations to which he is referring took the view that something was better than nothing, because nothing was previously on offer. It is stretching the point to suggest that these organisations are endorsing the Government’s approach, because that is far from the truth. The problem the hon. Gentleman has is that fuel poverty went up. It went up in the boo... 4 Dec 2013 NO
If we are seriously thinking of replacing about 15 GW of capacity with offshore wind and even gas, which is more expensive, it is hard to see how that would not put up energy prices. Of course it would put up energy prices both for our energy-intensive users and our consumers. Those Members who think that fuel poverty matters should give some thought about how they will vote this afternoon. I have... 4 Dec 2013 AYE
That leave be given to bring in a Bill to permit voters to recall their elected representatives in specified circumstances; and for connected purposes. All MPs are aware of just how strained the relationship between people and power has become. We have reached a depressing point in our history when even thoughtful commentators find it easier just to agree limply when they hear someone shrieking th... 4 Dec 2013 AYE
