Question accordingly negatived. Main Question put forthwith, pursuant to Standing Order No. 62 (Amendment on second or third Reading) :— 24 Apr 2006 NO
Will the right hon. Lady give way? I am not sure, Mr. Speaker, which part of the word "no" the right hon. Gentleman is struggling with. Many hon. Members, including the hon. Members for Chipping Barnet and for Gosport (Peter Viggers), my right hon. Friend the Member for West Dunbartonshire and my hon. Friend the Member for Wolverhampton, South-West, referred to trusts, in particular two types of t... 24 Apr 2006 AYE
in a Department responsible for criminal justice and policing if they have— "been convicted of a criminal offence and had a sentence of imprisonment imposed whether suspended or not". If that were not enough, amendments to the 1998 Act to facilitate consideration of Independent Monitoring Commission recommendations provide sufficient safeguards when Ministers and parties fail to observe the pledge... 20 Apr 2006 AYE
Those objectives include ensuring that "every person who is entitled to be registered in a register is registered in it . . . that no person who is not entitled to be registered in a register is registered in it, and . . . that none of the required information relating to any person registered in a register is false." I should have referred to a house, and not a flat. Where I come from, a street w... 19 Apr 2006 AYE
The Secretary of State will only do that for two reasons. First, he would act on the recommendation of the chief electoral officer. Secondly, the power is exercisable only by statutory instrument, which would come before the House anyway. But the point is that the Secretary of State has the overriding power. I hope that this will not be construed as an attack on the current or any future Secretary... 19 Apr 2006 AYE

The Under-Secretary has also promised to issue guidance. It is clear that we need to have a firm view about the point. The hon. Gentleman is right that we need clear guidance. I shall not pursue my amendment but we have raised the matter and the Under-Secretary has put his position on it on record. I welcome the amendments and thank the Under-Secretary for the way in which he has handled the matte... 29 Mar 2006 NO

The hon. Member for Sheffield, Hallam (Mr. Clegg) said that the electorate should decide this matter, and that that the Lords will not insist on the amendment proposing that the introduction of identity cards should be held over until 31 December 2011 . If he is right—and we on the Back Benches are not privy to those discussions—the effect will be to allow the voluntary arrangements to go through.... 21 Mar 2006 NO
Indeed, Madam Deputy Speaker. "safeguarding conservation areas . . . protecting visual amenity . . . reducing noise; and . . . avoiding risks to health and safety." Before my right hon. Friend moves on to his other amendments, will he address the concern that there could be several 1kW windmills in one site? For example, the owner of a property in the green belt, where no development is allowed, c... 17 Mar 2006 AYE
Question accordingly negatived. Amendment disagreed to Question put, That the motion be made:— 16 Mar 2006 NO
To pursue the intervention by the hon. Member for Somerton and Frome (Mr. Heath) , does my hon. Friend understand any way in which the word "glorification" will strengthen the situation that the hon. Gentleman has described? As far as I can see, it will do nothing of the sort. It does not add to the situation at all. As my hon. Friend suggested, it can only lead to fraught and unhelpful situations... 16 Mar 2006 AYE
I was not going to make this point, but, since the hon. Gentleman appeared to accuse me of misleading the House, I will. It is clear that the manifesto was intended to mislead. It was intended to be capable of being interpreted in two different ways. I did not actually accuse the right hon. Gentleman of misleading the House; I accused him of sophistry, and he has compounded that in the interventio... 16 Mar 2006 NO
Question accordingly agreed to. Bill read a Second time. Motion made, and Question put forthwith, pursuant to Standing Order No. 83A(6) (Programme motions) , 15 Mar 2006 NO
My right hon. Friend, as always, makes an interesting point. Of course, an alternative for the word "must", which my hon. Friend suggests in his amendment, could be the word "shall". I accept the point that my hon. Friend is making, but there ought to be uniformity. It is silly to have one rule for one thing but a different rule for something else. Defendants would turn up in court—I am sorry to s... 14 Mar 2006 AYE
Question accordingly agreed to. Clause read a Second time. 14 Mar 2006 NO
A local vet in my constituency produced two letters, one dated 1991 and the other 1997, from the Swedish Boxer club, suggesting that for that breed injuries had increased from 10 per cent. to 15 per cent., but the information is scant because it does not give the actual number of dogs involved. Does my hon. Friend have any more up-to-date information? Order. May I remind the House that we must not... 14 Mar 2006 NO
When the Bill started out on Second Reading, some of us were perhaps more truculent than others on the subject, but the fact remains that we have arrived at a sensible attack on the Bill, which the Home Secretary has completely failed either to deflect or to deter. The real problem is the votes that the Labour party will muster in the Lobby, which is why reference was made earlier to an elective d... 13 Mar 2006 NO
I welcome the new clauses. One of the Bill's aims is to ensure that account is taken of ways in which new build can deal with its own energy needs and consumption, which will not be possible in the long term without proper compliance with building regulations in their current or future form. The new clauses make that possible in a practical fashion, and I thank the Minister for proposing measures ... 10 Mar 2006 NO
The First Deputy Chairman of Ways and Means took the Chair as Deputy Speaker, pursuant to the Standing Order. On a point of order, Mr. Deputy Speaker. I beg to move, That the House sit in private. Even so, I am pleased to be able to tell the House that the Department of Health has exceeded its target of recruiting an extra 1,000 radiographers. More than 1,400 additional radiographers and radiography assistants are now working in the NHS, compared with 2003. That is still not enough: a lot of progress has been made, but we recognise that more remains to be done. The hon. Member for North Wil... 1 Mar 2006 AYE
The hon. Member for Totnes (Mr. Steen) , who is not in his place, is an excellent advert for the hon. Member for Mole Valley. The hon. Member for Totnes did not say whether the treatment he received from his colleague was on the NHS, but in a thoroughly reasonable speech he highlighted concerns that underline the need for the reforms we are making—more investment, more recruitment and putting more... 1 Mar 2006 AYE

I shall be brief, as I know that time is short. The Bill is a huge missed opportunity. The Secretary of State said that it is intended to settle the devolution issue for a generation, but it will do nothing of the sort. What it has done is to sow seeds of constitutional strife that it will take the next Conservative Government to resolve. Some elements of the Bill are laudable: I support them, and... 28 Feb 2006 NO
No. 55, in page 179, line 37, leave out 'paragraph 27 has effect.' and insert 'the end of the initial period.'.— [Nick Ainger.] 'No Order in Council under section 102(1) may be made after the expiration of the period of ten years after the passing of this Act.'. — [David Mundell.] Brought up, and read the First time. 28 Feb 2006 AYE
The Minister said that the Government would not hold a referendum because there is no guarantee that they will win it. Does not that underline the point that we have been trying to make, which is that the Government have got into the habit of holding referendums only when they feel that they can win them, whereas we believe in holding referendums to allow people to have their say? I am trying to r... 28 Feb 2006 AYE
Will the Minister tell me whether the provisions were included in the original Government of Wales Act 1998 and, if so, whether they were in exactly this form? The provisions were not in exactly this form, but we are putting them in this form because we are trying to clarify exactly what Ministers can do and what the limits are. The hon. Lady also asked about a Minister's ability to act outside Wa... 28 Feb 2006 AYE

Obviously, this is a very complex matter and I hope that hon. Members will bear with me while I go through the detail, especially in addressing some of the points made by the hon. Member for Meirionnydd Nant Conwy (Mr. Llwyd) . The Government are increasingly schizophrenic. They have introduced some incredibly complicated arrangements, such as the d'Hondt system, while saying that they want to kee... 27 Feb 2006 AYE
