I must tell the Minister that that is an untruth. The Times printed an untruth. That is not what the shadow Chancellor said. It was clearly printed as a result of discussion in which the shadow Chancellor had engaged, and I know for a fact that the Tory Front Benchers were very concerned about that commitment. The hon. Member for Westbury made a number of stringent attacks on me and on my minister... 28 Oct 2009 AYE
In response to the direct questions from the hon. Member for Falmouth and Camborne, we will-as I said earlier-produce a report in December on the next stages of developing spending reports. On her question about when the next round will take place, it will be-as I again said earlier-when we have assessed and appraised this round. We will certainly consider the role of parish councils in the proces... 28 Oct 2009 AYE

The hon. Gentleman may certainly look forward to us looking at them. We need to move away from the old ways of doing things, and the hon. Gentleman's call for the transformation of the relationship between local and central Government was a good one. In response to the direct questions from the hon. Member for Falmouth and Camborne, we will—as I said earlier—produce a report in December on the nex... 28 Oct 2009 AYE
My hon. Friend also raised the issue of access to gateway. The civil service gateway gives access to all civil service jobs, not just to those in DEFRA. The MMO will apply to civil service commissioners, via the Cabinet Office, for accreditation for MMO staff. Providing the MMO continues to meet the criteria for accreditation, there is no reason why MMO staff should lose the benefit of access to c... 27 Oct 2009 AYE
Essentially, the argument is about whether the word "habitat" goes far enough in protecting our marine environment or whether it should be added to with the word "ecosystem". According to the Oxford English Dictionary, "habitat" means "the natural home or environment of an organism," whereas "ecosystem" is defined as "a biological community of interacting organisms and their physical environment."... 26 Oct 2009 AYE

Does my hon. Friend agree that, while the Liberal Democrat motion makes no mention of costings, the Government amendment confirms a commitment to spending up to £20 million to help Departments reduce their emissions? Is that not a very good reason to vote for the amendment? I confirm what my hon. Friend says. This country already has a good track record on energy efficiency, and I agree, that ener... 21 Oct 2009 AYE
The design of the scheme will be available by spring 2010, and we will move with all speed to get the payments made. The motion proposes the implementation of the ombudsman's recommendation for a scheme setting up a tribunal, which would mean that individual assessments took longer, and it would therefore take longer for the money to get through. I cannot give way; I have only four minutes left. M... 21 Oct 2009 AYE

They want to abolish the flexible new deal, when it has just got going on the advice of Lord Freud, who said last year: "The New Deals have been enormously successful". What they are offering instead is simply a new report, which is just a con and a rehash, and which, importantly, has less money behind it than our investment to support the unemployed. They say that they will spend £600 million ext... 19 Oct 2009 AYE

Who does my hon. Friend think is most likely to pay back that money early? What kind of person? Would he hazard a guess as to whether a richer or a poorer person would have that kind of money up front to pay back their loan more quickly? I am not sure of the answer to that question, but I suspect that the money would not come from somebody who saved in a credit union; it would be more likely to co... 14 Oct 2009 AYE
The hon. Gentleman has been described many times as having two brains, and perhaps that explains how two totally different positions can be maintained within the same head. That is the only possible explanation, because it would cause most of us great mental perturbance if we tried to square that circle. I am not sure of the answer to that question, but I suspect that the money would not come from... 14 Oct 2009 AYE
Proceedings interrupted (Programme Order, 8 June ) The Deputy Speaker put forthwith the Questions necessary for the disposal of the business to be concluded at that time ( Standing Order No. 83E ). I was able to visit Ireland with Action on Smoking and Health just before the new law was introduced there. Does my hon. Friend agree that it has been introduced in a pain-free way, that most of the costs have been paid by the tobacco manufacturers and that businesses have not suffered? I agree with my hon. Friend and thank her for making that point. I attended a meeting with the Porthcawl cancer ... 12 Oct 2009 AYE

I will give way if my hon. Friends give me a moment. It has been suggested that removing the display of tobacco would impact on business by reducing footfall trade—that is, the sale of other items to customers who come to buy cigarettes. By definition, by the time that a customer is in the shop their foot has already fallen. Of course, the provisions in the Bill will apply equally to all tobacco r... 12 Oct 2009 AYE
Unfortunately, the Minister was very unhelpful in his summing up and he seemed to think that my hon. Friend was speaking complete rubbish. It is easy to dismiss remarks, buy my hon. Friend was obviously making very prescient comments. The Liberal Democrats will not oppose new clause 12. Diageo's proposal is twofold. The first part is to close the packaging plant in Kilmarnock-one of three in Scotland-along with the cooperage in Port Dundas that was mentioned. The second part is to make a new investment of some £100 million, creating 400 new jobs elsewhere in Scotland. I understand that, as my right hon. Friend said, this has been greeted in Kilmarnock, where the greatest number o... 15 Jul 2009 NO
The hon. Member for Eddisbury (Mr. O'Brien) and other Conservative Members have tried to deny it, but we have seen glimpses of a future Tory Government, with threats to those free services, and to the winter fuel payment in particular. He may wish to deny it, but we know differently, and so does the rest of the country. The national dementia strategy was published as recently as February this year... 15 Jul 2009 AYE
The similarity is there. How would a proper relationship between the United Kingdom and the United States be prejudiced if both countries had to meet the same standard-probable cause? The suggestion has been made that a number of high-profile extradition cases have been unbalanced and unfair. I cannot accept that. I believe that the evidence on these matters is important. At first glance, the Oppo... 15 Jul 2009 AYE

I have to say that I have not heard my right hon. Friend the Member for Sheffield, Brightside (Mr. Blunkett) say that. I believe that the treaty is an effective modernisation of this aspect of the relationship between the US and the UK. The reason why we did that is quite simple—and I believe that the hon. and learned Member for Beaconsfield (Mr. Grieve) agrees that we need effective judicial co-o... 15 Jul 2009 AYE
Section 2 of the 1948 Act provided that a citizen of Eire who was a British subject immediately before 1 January 1949 could retain that status by making a claim in writing to the Secretary of State under certain conditions.
