I have to say that I have not heard my right hon. Friend the Member for Sheffield, Brightside (Mr. Blunkett) say that. I believe that the treaty is an effective modernisation of this aspect of the relationship between the US and the UK. The reason why we did that is quite simple—and I believe that the hon. and learned Member for Beaconsfield (Mr. Grieve) agrees that we need effective judicial co-o... 15 Jul 2009 AYE

As always, we have had a very interesting little exchange on these matters, but the contributions from Opposition Members have been unusually baffling and illogical. Of course, I agree with the hon. Member for Argyll and Bute (Mr. Reid) . He is quite right that we need to get this done as quickly as possible, but the contributions that we have heard from both Opposition Front Benchers demonstrate ... 13 Jul 2009 NO

I want to see the Bill brought forward and that is why I will be supporting the carry-over motion, although I want to see levels of reporting reduced to lower sums so that we have even greater transparency. I also want to see even greater restrictions on spending on elections. I do not want to see this country going down the same route as America on election funding. As always, we have had a very ... 13 Jul 2009 NO

That would be a costly and time-consuming exercise. Schemes are required to keep records for only six years, and finding that information would be either impossible or costly. Our experience of other pension law, such as trivial commutation, is that such record keeping would represent significant administrative burdens. Most schemes do not have complete records and it would be unrealistic to expec... 8 Jul 2009 AYE

The convention is that it is only the hon. Member who secured the debate who intervenes, but I will give way. I am grateful to the Exchequer Secretary for giving way to me. Will the FSA also focus on the bespoke banking market in Northern Ireland, which is very different from the banking market elsewhere? Scotland also has different conditions. Will the FSA take those into account? I cannot answer... 1 Jul 2009 NO
"This Act and any Statutory Instrument made under this Act shall cease to have effect on the first anniversary of the day on which the Act is passed." Let us say that we get Royal Assent by 31 July , and the body gets going, with staff being transferred, on 1 January . Seven months later, it ceases to have effect. That is an extraordinary idea. I shall give way in a moment. I accept entirely that ... 1 Jul 2009 AYE
Question accordingly negatived. Amendment made: 87, in clause 9, page 6, line 27, leave out from 'included' to the end of line 28 and insert 1 Jul 2009 NO
Question accordingly negatived. Proceedings interrupted (Programme Order, 29 June ). The Chairman put forthwith the Questions necessary for the disposal of the business to be concluded at that time (Programme Order, 29 June , and Standing Order No. 83D ). Amendment proposed: 39, page 6, line 26, leave out subsection (3).— (Mr. Grieve.) 1 Jul 2009 AYE
Amendment 19 would omit subsection (6) of clause 8. I have said already that that subsection, on protocol, was meant to be helpful. Clearly, Members are not finding it helpful and we have agreed to look at it again to be helpful as the Bill progresses further through the House. Amendment 20 would substitute the Committee on Standards and Privileges for the Speaker's Committee on the Independent Pa... 1 Jul 2009 AYE

On a point of order, Sir Michael— Order. We must deal with the votes now. The Front Bench— Order. It is for the occupant of the Chair to take the voices on these occasions and to decide what to do. As far as I am concerned, the Ayes have it. Amendments made: 27, in clause 5, page 3, line 23, at end insert 30 Jun 2009 AYE
"it looks as though constitutional change has been done on a wing and a prayer. We on these Benches are very happy to supply the prayer, but we want to be assured of the quality of the wing."—[ Official Report, House of Lords, 11 June 2009; Vol. 711, c. 767 .] What the Justice Secretary's action tonight has demonstrated is that the wing is not qualified and is indeed plummeting to earth rapidly. The amendment would set up an effective, depoliticising and interim regime that would do much to improve the basis on which our pay is set, and as such it is entirely in the spirit of the Bill. I urge the Committee to support the amendment. It is fantastic. My hon. Friend says that it is fantastic. That tells us what is happening to Front Benchers. As a Front Bencher, I am now not sure whether I w... 30 Jun 2009 AYE
On a point of order, Madam Deputy Speaker. I have listened carefully to the concerns expressed by right hon. and hon. Members. Given that we were given no notice of the motions beyond the fact that they would be on the Order Paper today, is there any way for the Chair to consider manuscript amendments, or will we have no debate and no amendments? I regret to inform the hon. Gentleman that it is no... 25 Jun 2009 NO
I see that time is running out, so I shall draw my remarks to a close. I believe that the proposed Committee will be a valuable addition to the scrutiny of policy affecting London and Londoners. We have the same concerns as others do about the duplication that is taking place. When the London assembly and the Mayor's powers were set up, the expectation was that the Government office for London wou... 25 Jun 2009 NO

If the House resolves to give the inquiry the authority to compel witnesses and to put them on oath, that is exercisable against any witness. Why is the House not being asked to provide that safeguard, so that the inquiry commands public confidence? In all the debates that we have had on this matter in recent months, the Franks inquiry has been cited as the model for getting to the heart of these ... 24 Jun 2009 AYE
The funding formula needs to be reviewed from time to time. As the hon. Gentleman rightly said, the review was overdue, but it has now taken place. Part of the formula was set by the previous Conservative Government and it was enormously unfair to certain areas. We have put that right, which will result in Cornwall getting more money, as he recognised. He put his case fairly, as did the hon. Membe... 17 Jun 2009 NO
The hon. Member for Putney asked how the full deferral of 60 per cent. could be delivered if the scheme is introduced halfway through the year. The deferral scheme will come into force at the end of July—that was made clear when it was announced. The scheme will offer the full deferral of 60 per cent. of the increase due to inflation and transitional relief by adjusting the instalments of business... 15 Jun 2009 AYE
I am a new Minister, with less than a week's experience. I can honestly say that it is a steep learning curve, but I cannot think of a better debate to start with, especially as I represent the semi-rural constituency of north-east Somerset, or Wansdyke as it is known. In the best traditions of the House, this debate has been informative. I have heard some genuinely interesting things, some of the... 15 Jun 2009 AYE
On the economy, we know what— [ Interruption. ] I am about to come to the hon. Member for Carmarthen, East and Dinefwr (Adam Price) , so he can keep calm. What were his views, along with all the nationalists? They proclaimed the great arc of prosperity that was to extend across the smaller countries—Ireland, Iceland and Latvia. The hon. Gentleman said that "small country success is everywhere...Ic... 10 Jun 2009 AYE
If the hon. Lady will allow me, I shall finish this point, lest I have to start being rude to her. I want to make sure that where we can proceed in unity in the House, we do so. There is no point in trying to score partisan points just for the sake of it, but I reserve my position on that for the hon. Lady. I thank the Minister for giving way. I know that in his previous job, he was keen to modern... 10 Jun 2009 NO
I will deal with that point in due course, but the point that I wanted to make related to my hon. Friend the Member for Regent's Park and Kensington, North (Ms Buck) , who spoke with great eloquence about the impact on families who face repossession, and the position of leaseholders. I congratulate her on the work that she is doing to protect her constituents from a local Conservative council, who... 9 Jun 2009 AYE
Order. I am sorry to interrupt the Minister, but there are far too many conversations going on all around the Chamber. We must hear the end of this debate clearly. I guess that that tells us a little about the Opposition's interest in these issues, as compared with that of Government Members. As I was about to say, social care users who arrange their own care will be able to raise a complaint with... 8 Jun 2009 NO
