West (Geraint Davies) and for Sefton Central (Bill Esterson), and although I did not agree with much of the contribution from the hon. Member for Rochdale (Simon Danczuk) , it was thoughtful and entertaining in places. My hon. Friend the Member for Enfield North (Nick de Bois) recognised the massive deficit that the Labour party left at the end of their time in government and that the debate was v... 4 Dec 2013 AYE
I think the Minister will find that the organisations to which he is referring took the view that something was better than nothing, because nothing was previously on offer. It is stretching the point to suggest that these organisations are endorsing the Government’s approach, because that is far from the truth. The problem the hon. Gentleman has is that fuel poverty went up. It went up in the boo... 4 Dec 2013 AYE
If we are seriously thinking of replacing about 15 GW of capacity with offshore wind and even gas, which is more expensive, it is hard to see how that would not put up energy prices. Of course it would put up energy prices both for our energy-intensive users and our consumers. Those Members who think that fuel poverty matters should give some thought about how they will vote this afternoon. I have... 4 Dec 2013 NO
That is the second time the hon. Gentleman has talked about my timetable. The Opposition insisted on three days in Committee; we said they could have less. indicated dissent . If the hon. Gentleman talked to his own Whips, he might get some sense. That is exactly what happened. Second Reading and that the Opposition will vote for it this evening. It is important that we get the Bill through the Ho... 2 Dec 2013 NO

The hon. Member for City of Durham (Roberta Blackman-Woods) made a point about child care and called for action from this Government. This Government are taking action on that matter, with tax-free child care, increased provision for two-year-olds and increased provision for three and four-year-olds. I would have thought that the hon. Lady welcomed that. I noted her welcome of this week’s announce... 27 Nov 2013 AYE
Question accordingly negatived. ‘After section 89(1) (remote operating licence) of the Gambling Act 2005, insert— “( ) The Commission shall hold a list of persons who have registered to be excluded from remote gambling. Will the Minister give way? I want to make some progress; I have too much to get through. When I have made some progress, I will come back to the hon. Gentleman. I thank hon. Members for raising the important issue of sporting integrity and the need to ensure that operators have an obligation to report suspicious market activity. I want to clarify what the Minister has just said about the FCA and ... 26 Nov 2013 AYE
“difficulties with some element of perceived bias”, but I think that such a question represents the best way forward. If Scotland votes yes in 2014, will the words “United Kingdom” have to be amended within the question? Will the question refer to the “remainder of the United Kingdom”? I invite the Minister to tell us his preferred wording, should Scotland choose to leave. Would “rump UK” or “rema... 22 Nov 2013 NO

the machinery and influence of Government focused not on fighting Britain’s corner but on fighting Tory Eurosceptics. It is diplomatic nonsense. It is not worthy of a Foreign Secretary supposedly serious about fighting for our national interest. On the amendment tabled by our hon. Friend the Member for Glasgow North East (Mr Bain) , does my hon. Friend not agree that this consultation is extremely... 22 Nov 2013 NO

Will the Secretary of State give way? I am sorry, but I have to press on. I also want to deal with— Order. The Secretary of State is not giving way and he has very little time to finish. I also want to deal with the cost of the Reserves. The ratio is 1:5—the cost of training and maintaining a Reservist is one fifth of the cost for a Regular Army soldier. I will not dwell on the Opposition’s positi... 20 Nov 2013 AYE
The hon. Member for Rotherham (Sarah Champion) mentioned role models and they are important throughout the STEM industries. Of course, there is the Inspiring the Future initiative, which I encourage hon. Members and those watching the debate to sign up to so that they can go into schools and act as a role model by talking about their careers and what they do. That will inspire the next generation ... 19 Nov 2013 AYE
“the most family-friendly Government…ever”. “I cannot ask parents to accept such a controversial change with no real guarantee it will save them money—in fact it could cost them more.” While we welcome extra support for disadvantaged two-year-olds, one in three councils tell us that they do not have enough places to meet this policy. Childminder agencies are up in the air, with no clarity about ho... 19 Nov 2013 AYE

On a point of order, Madam Deputy Speaker. On page 20 of today’s Order Paper, it states that tomorrow’s debate is on the “Abolition of the bedroom tax.” As there is no such thing as a bedroom tax—and I pray in aid page 390 of “Erskine May”, which states: “A notice which is wholly out of order may be withheld from publication on the Notice Paper”— does that mean that the Opposition day will not now... 11 Nov 2013 NO

In the light of that, the Opposition are right not to trust the Secretary of State’s gut feeling. There has been no piloting, no parliamentary scrutiny, no commitment that those under criminal investigation cannot bid, no costings and no interest from the Government in the competence of providers. Ministers cannot say that they have not been warned. For those reasons, I hope hon. Members vote in f... 11 Nov 2013 AYE
It is quite simple: photography in the Chamber is not allowed by anybody. I am sure that those on the Treasury Benches are capable of ensuring that that includes civil servants in the Box. Further to that point of order, Madam Deputy Speaker. I accept that point, but would it be in order for Mr Speaker, or someone else, to check that the individual was not filming in the Chamber? I am advised that... 8 Nov 2013 NO

I pay tribute to my hon. Friend the Member for Wealden (Charles Hendry) , who made a heavy hitting and thoughtful speech. He pointed out that Labour’s plans are already undermining investment, forcing up costs and increasing the political risks. He has estimated that the cost of Labour’s price freeze to consumers’ bills will be £1 billion. We have just heard an exchange about tariffs. Is the Minis... 6 Nov 2013 AYE

Voting for this Bill tonight does not mean I will be giving a green light to the whole project. There is still some way to go for me to be persuaded that the pros outweigh the cons, and I shall be looking at things very seriously. But one thing I would say is that if there is one person in this Chamber who can persuade me of that, it is the Secretary of State. We should not forget that Hitachi bui... 31 Oct 2013 AYE

I am confused, Mr Deputy Speaker, about what I am being asked to do. Am I being asked to pay a bigger percentage by results or am I being asked not to do it at all? I do not think that the Opposition know. I have also been asked whether the system will involve contractors passing back difficult cases. That will not happen for two reasons. First, the decision on whether an offender has become a hig... 30 Oct 2013 AYE
We would have to clear up the Government’s mess and think about what the time frame should be, but without giving anyone the sack, we would require all teachers to achieve QTS in a reasonable time, and unlike this Government, we would negotiate and consult. The Schools Minister can believe that teachers should not have to be qualified and profess that view in the House of Commons with impressive c... 30 Oct 2013 AYE
