"at the first instance of an initial prospectus being published for the imposition of an approved BRS", and that it would continue for the whole period for which the BRS existed. That means that it would be a long task in many cases, and that, too, would make it more difficult to get people of good quality on the board. We are told: "In appointing members to the Board the levying authority must ha... 11 Mar 2009 AYE

So that the general public can understand what is happening in the debate, will the Minister say whether he agrees with my analysis of the conciliation process—that a stalemate is likely and that the matter will go back to the Commission, where it will remain beyond the life of the Commission? Does the Minister anticipate a result before the European elections? We will know one way or the other wh... 10 Mar 2009 AYE
I accept the point of my hon. Friend the Member for Halton (Derek Twigg) about the £2 billion, because that is essential to keep Jobcentre Plus going and working effectively. I also take his point—not least because we recently announced the Houghton report—about the role of local government of all political persuasions in working with its local communities to do everything possible for local labou... 10 Mar 2009 NO
I am pleased that the Minister is admitting that we will now be pulling away from the system that exists in this country, which did not seem to come across in his earlier remarks, but who is the DPP going to answer to? The DPP will be answerable to the Assembly for the use of resources and the administration of its office—that is very clear—but not for individual prosecution decisions, which are e... 4 Mar 2009 AYE
If the Secretary of State wants to agree to it, it may not have to go to a vote; otherwise, I will press it. I fear that I will have to disappoint the hon. Member for Wellingborough (Mr. Bone) . I hate also to disappoint the hon. Member for Aldridge-Brownhills (Mr. Shepherd) . I made my argument today in sorrow, not in anger. Why cannot the Secretary of State accept the validity of the points that... 4 Mar 2009 AYE
I should first say that the term "acting Speaker" is certainly not in the Standing Orders. Standing Order 83E(2)(c) speaks of "The question on any amendment, new clause or new schedule selected by the Speaker for separate decision". That is clear. Subsection (3) states: "On a motion made for a new clause or a new schedule, the Speaker shall put only the question that the clause or schedule be adde... 2 Mar 2009 NO
Question accordingly agreed to. Amendment 140 agreed to. On a point of order, Madam Deputy Speaker. My understanding is that we voted on new clause 23 although it had never been moved. Could we vote on my amendments 84 and 85, which were supported by 216 Members of Parliament? I think we should vote on those amendments. 2 Mar 2009 NO
Question accordingly agreed to. New clause 23 added to the Bill. 2 Mar 2009 NO

This has been a very interesting debate. The proceedings of the Neill committee have been set out in some detail, so I shall not repeat them. The clause would end the big donor culture at a stroke. Some may argue for a cap of less than £50,000. I notice that the Liberal Democrats started to do that today. That, as the Lord Chancellor pointed out, is a flat contradiction of the Liberal party policy... 2 Mar 2009 AYE

The hon. Member for Clwyd, West (Mr. Jones) paid tribute to the lamb from his constituency. He knows that Welsh lamb as a brand—like Hereford and others—has succeeded in overcoming many obstacles by clearly identifying its origin as a mark of quality and integrity. That is why people search it out. The hon. Gentleman and the hon. Member for Westbury (Dr. Murrison) spoke with passion about mandator... 24 Feb 2009 AYE
The hon. Member for Bournemouth, East (Mr. Ellwood) stood up for his constituency by calling for more resources for Dorset, and I now turn to that point. The resources provided to Dorset police authority have gone up by 47 per cent. since 1997, which is a 12 per cent. increase in real terms. I will come to this morning's report in The Times in a moment, but police numbers in the hon. Gentleman's a... 24 Feb 2009 AYE
Like the majority of my constituents who live along the boundary fence at Heathrow, and like my local borough council, I support the building of another runway at Heathrow. However, as you will rightly remind me if I carry on in this vein, Madam Deputy Speaker, this is not yet another debate about Heathrow, so I shall avoid that subject for the moment; there will be plenty more opportunities. I op... 24 Feb 2009 AYE

Will my hon. Friend give way? I have only two or three minutes before the guillotine falls. I want to be as brutally honest as the right hon. and learned Member for Rushcliffe. We do have problems discussing this issue in the Labour party: there is clearly a difference of opinion, and it would be wrong for us not to reflect that by debating the issue. However, I do not think that an Opposition day... 11 Feb 2009 NO
I will give way, but I am conscious of time and have a lot of points to cover. Given that the hon. Gentleman was not here for the rest of the debate, I hope that he will be very brief. I am grateful to the Minister. He knows that I am very fond of him and of Hartlepool, and that when I was a Minister, we spent a great deal of money on Hartlepool. One problem that we had when I was a Housing Minist... 11 Feb 2009 AYE
My hon. Friend the Member for High Peak (Tom Levitt) spoke of his own experience of the disastrous effect of a Tory recession on skills, employees and employers, contrasting it with the resilience that he observes on the ground in his constituency and the Labour response to a global downturn. He spoke of Tarmac's Jesuitical determination to invest in skills during a recession. He is right: busines... 3 Feb 2009 AYE
If the House is able to end the business of having to report separately to the Registrar of Members' Interests and the Electoral Commission, the Government stand ready to commence section 59 of the Electoral Administration Act 2006 so that we, as parliamentarians, have to report to only one place. Several hon. Members referred to the matter of whether we should elect all members of Select Committe... 2 Feb 2009 AYE
We have had a short but interesting debate this evening, and I would like to deal with some of the issues raised. Interestingly, the hon. Member for Twickenham (Dr. Cable) said that capital expenditure simply is not taking place at the moment. I am glad to say that that is not true; I am sorry to disappoint him, but there is a great deal of work going on, and a great deal of extra capital expendit... 2 Feb 2009 AYE

If ever we saw a sign that the Conservative party is not ready for government, it is in the motion that it put before us tonight. What does it offer? Delay, indecision and more consideration. Just remember—the Conservatives used to accuse us of being obsessed with reviews. What do we have from them now? We have, "Let's have a review, let's put off the difficult decision." British business and the ... 28 Jan 2009 AYE

I thank you, Mr. Deputy Speaker, and Mr. Speaker for giving me the opportunity this evening to raise this issue, which is of great importance to my constituents. The hon. Gentleman also made a point about pension credit, and I think he talked about the 7 per cent. rate. We have not assumed a 7 per cent. interest rate, if I heard him correctly on this matter. Pension credit rules are more generous than those of the previous minimum income guarantee, and they assume a notional rate of income at a rate of £1 for every £500 or part of £500 savings held above t... 21 Jan 2009 NO
I shall concentrate on the specific points that have been made, but if I do not have time to respond to all of them, I shall endeavour to write to hon. Members. I shall give way to the hon. Gentleman, particularly as his former colleague, the hon. Member for Hemel Hempstead, would not. Absolutely. The hon. Gentleman has pointed to the inherent contradiction in the Conservatives' policy: they say t... 21 Jan 2009 AYE
