Member for Rutland and Melton that it is not surprising that we in the Government should not know from one day to the next whether his party supports the continuation of regional development agencies— Order. It does not matter whether the Minister has two minutes left or not. He is not going to give way. The Opposition flip and they flop, they shilly... |

| There will be no automatic right. The Minister told the hon. Member for Wolverhampton, South-West (Rob Marris) that he wants to preserve the rights of foreign spouses of British nationals, even if they have been here for five years. So when he says there is no automatic right, he means that there is no automatic right unless someone is married. That is the first exception, and there will be others... |
