I thank the Minister for giving way. I think he was somewhat churlish in not acknowledging that many Opposition Members are also extremely grateful to those who work in food banks. When I went to my local church-run food bank, I found that the people there were not political; the one thing they wanted to tell me was how shocked they were that so many of the people coming to them were suffering fro... 18 Dec 2013 NO
Order. The Minister is not giving way. He has limited time, and we will hear him. Thank you, Madam Deputy Speaker. In the longer term, we need to do more to prevent people from ending up in hospital as a result of avoidable crises. As my hon. Friend the Member for St Ives (Andrew George) said, we need to make two big shifts. The first involves a move to a much greater focus on preventing ill healt... 18 Dec 2013 NO
(a) on the basis of whether an authority’s relevant basic amount of council tax for the financial year beginning with 1 April 2013 would have been excessive if that amount for that year and for the immediately preceding financial year had been determined under section 52ZX of the Local Government Finance Act 1992 as amended by this section, (b) on the basis of whether an authority’s relevant basic... 17 Dec 2013 NO
Local authorities often work with residents, community groups and MPs to promote the best interests of residents in matters such as the siting of local health provisions and national infrastructure developments. If the Government’s proposals pass, the Secretary of State could use clause 39 to block such collaboration, ultimately to the detriment of residents. Time and again, the Secretary of State... 17 Dec 2013 NO
I did not get much of an impression of that in the hon. Lady’s contribution, but I give way to her. The Minister has also just repeated the ridiculous notion of the £3.8 billion for the integration of health care. That is not new money. It includes care— Order. I call the Minister. I note the position in Salford, and I recognise that finances in local government are tight. However, the Opposition ... 16 Dec 2013 NO

Indeed, the Minister cited Florida as an example earlier. The panel comes to the conclusion that it strongly calls for the establishment of real-time data sharing and I hope that the Government will listen to that. With the leave of the House, Madam Deputy Speaker. I thank all hon. Members for their contributions. It has been a good debate and a number of important issues have been raised, so I wa... 11 Dec 2013 NO
With respect, I am even more confused than before. What is the point of bringing in an offence that will change the behaviour of bankers, but will not, by itself, defend the banks? As I understand it, if the behaviour that we seek to stop is reckless banking, the reason that it should be criminalised is in order to stop banks failing and the financial system crashing. It is difficult to prove that... 11 Dec 2013 AYE
Let me clarify my point about the employment allowance. From the moment it was announced in the Budget, our immediate critique was not that it should not be introduced —we supported its introduction from the beginning—but to say, as we have continued to say, “Bring it in as soon as possible—why wait?” If there were compelling reasons for the wait, it would be understandable, but I am afraid that I... 10 Dec 2013 NO

Of course, competition for funding remains extremely high and the quality of applications is increasing all the time. For example, in the previous round of Inspired Facilities, Sport England received more than a 1,000 applications for about £55 million of funding when it had only £16.2 million available. If a club is unsuccessful in its application, Sport England offers individual feedback and sup... 4 Dec 2013 AYE

West (Geraint Davies) and for Sefton Central (Bill Esterson), and although I did not agree with much of the contribution from the hon. Member for Rochdale (Simon Danczuk) , it was thoughtful and entertaining in places. My hon. Friend the Member for Enfield North (Nick de Bois) recognised the massive deficit that the Labour party left at the end of their time in government and that the debate was v... 4 Dec 2013 NO
I think the Minister will find that the organisations to which he is referring took the view that something was better than nothing, because nothing was previously on offer. It is stretching the point to suggest that these organisations are endorsing the Government’s approach, because that is far from the truth. The problem the hon. Gentleman has is that fuel poverty went up. It went up in the boo... 4 Dec 2013 NO
If we are seriously thinking of replacing about 15 GW of capacity with offshore wind and even gas, which is more expensive, it is hard to see how that would not put up energy prices. Of course it would put up energy prices both for our energy-intensive users and our consumers. Those Members who think that fuel poverty matters should give some thought about how they will vote this afternoon. I have... 4 Dec 2013 AYE
That is the second time the hon. Gentleman has talked about my timetable. The Opposition insisted on three days in Committee; we said they could have less. indicated dissent . If the hon. Gentleman talked to his own Whips, he might get some sense. That is exactly what happened. Second Reading and that the Opposition will vote for it this evening. Question accordingly negatived. On a point of order, Madam Deputy Speaker. I am afraid that I must report an error in the number reported as having voted in the Aye Lobby in the Division on amendment 71, which took place at 9.52 this morning. The Ayes were seven, not eight as reported. (Laughter.) Order. I can tell by the reaction that we are all eternally grateful for the correction of the record... 29 Nov 2013 NO
Thank you, Madam Deputy Speaker. I would simply say that I agree with my hon. Friend’s intervention absolutely. Does my hon. Friend agree that that is doubly disappointing, given how much respect and high regard the Minister is held in? My hon. Friend has made his point, and he is accurate. I wish to speak to amendments 84 and 64 in my name. I may want to press amendment 64 to a Division. Referend... 29 Nov 2013 NO
Question accordingly negatived. Before I call the hon. Member for Ilford South (Mike Gapes) to move formally amendment 51, may I say that I hope he will be successful in persuading his colleagues to vote and come out of the Lobby in a timely manner? Will the Minister give way? I want to make some progress; I have too much to get through. When I have made some progress, I will come back to the hon. Gentleman. I thank hon. “difficulties with some element of perceived bias”, but I think that such a question represents the best way forward. If Scotland votes yes in 2014, will the words “United Kingdom” have to be amended within the question? Will the question refer to the “remainder of the United Kingdom”? I invite the Minister to tell us his preferred wording, should Scotland choose to leave. Would “rump UK” or “rema... 22 Nov 2013 AYE
