My hon. Friend the Member for Birmingham, Yardley (John Hemming) also touched on the issue of partnerships, and I am very pleased that he has picked up the baton from me as the Member who deals with the most delegated legislation. I commiserate with my hon. Friend the Member for Cheltenham (Martin Horwood) on being the poor relation in terms of entries on the Register of Members’ Financial Interes... 25 Feb 2015 AYE
It is fair to say that bankers got it very wrong over a number of years. Regrettably, they are still getting it wrong, and several Members mentioned HSBC. Its chief executive, who is in front of the Treasury Committee this afternoon, has apologised for the failures and errors, which have been pushed out into the public domain. However, the reality is that the Government have taken action to sort o... 25 Feb 2015 AYE

(a) to promote change in the social and cultural patterns of behaviour with a view to eradicating prejudices, customs, traditions and all other practices which are based on the idea of the inferiority of women and which may amount to pressure to seek a termination on the grounds of the sex of the foetus; (b) to ensure best practice exists in identifying women being coerced or pressured into seekin... 23 Feb 2015 AYE
(a) the Association of Chief Police Officers; (b) the National Crime Agency; and (c) such other persons as the Secretary of State thinks fit.”” — (Diana Johnson.) This amendment establishes child abduction warning notices (CAWNs) on a statutory basis, addressing concerns raised in the House of Lords on the issue, by introducing a two-stage process providing judicial oversight, without compromising... 23 Feb 2015 AYE

As freedom of information requests have revealed, the Government’s attempt jointly to badge all stakeholders together did not succeed, because the BMA rejected the very guidance published by the Government. It said that gender selection abortion is “normally unethical”, but that the guidance “fails to reflect the…full legal situation regarding abortion and gender.” The BMA therefore had a differen... 23 Feb 2015 NO

We have been calling for Lord Green to make a full and frank statement. No allegations have been made, but he needs to explain what he knew about what was going on at HSBC. The Exchequer Secretary should correct the record on what we have been requesting from the Government and from Lord Green and say whether she agrees that he should make a full and frank statement. Let us be quite clear on the p... 11 Feb 2015 AYE
“the draft Country Specific Recommendations published 2 June call for commitment to the UK’s Youth Contract to be maintained.” In other words, it would not pursue Labour’s proposal on guaranteed jobs, and what we did was correct. We supported people and put money in place to create work experience, sector-based work academies, and incentives. I am grateful to the Minister for giving way; this must... 11 Feb 2015 AYE

This has been a very good debate in many respects— [ Interruption. ] Yes, there is a “but”. I want to return to the opening of the debate. We have a motion before us that seeks to divide the House. I have sat here and listened to all these excellent speeches and searched for the issue of substance that divides us. What have we got in the motion that seeks to divide us? The 0.7% target? We were all... 28 Jan 2015 AYE
My hon. Friend the Member for Barrow and Furness (John Woodcock) talked about the huge financial problems facing his trust, and made a powerful case for its uniqueness in terms of its geographical position and transport links, such that it needs to be looked at seriously in future. My hon. Friend the Member for Kingston upon Hull North (Diana Johnson) expressed concern about financial irregulariti... 28 Jan 2015 AYE

My hon. Friend the Member for Dover (Charlie Elphicke) contrasted the chaos of Labour’s policies, both in this area and more generally, with the competence and careful planning, which is needed for a stable economy, under this Government. The hon. Member for Southampton, Test (Dr Whitehead) made the case for the regulator to regulate hedging policies, which is, I think, a little ambitious. Questio... 14 Jan 2015 AYE

The whole purpose of the reforms is to protect public bodies against cases brought on a technicality. One of my concerns that has not been addressed is about secondary legislation. I have severe doubts about whether secondary legislation should be subject to judicial review, but it is; Parliament itself can be judicially reviewed. The reforms are not designed to undermine the core purpose of judic... 13 Jan 2015 NO
“signed off by the ‘quad’”? Did the Chief Secretary sign them off? Was it a mistake or is he now trying to “reverse ferret” out of it? Which is it? deficit, we will then balance the books, allowing borrowing only for productive capital investment or for financial stability. That means that we will finish the job and then be able to invest in our public services so that the people of the country ca... 13 Jan 2015 AYE

A number of hon. Members have mentioned sanctions. I have discussed the issue with my own local jobcentre and I can confirm that hardship payments are being paid where needed. The right hon. Member for Birkenhead I want to turn to a number of other relevant issues. First, is poverty a driver to the use of food banks? It might well be—obviously it is—but the best way to get people out of poverty is... 17 Dec 2014 AYE

The hon. Member for Edinburgh East (Sheila Gilmore) suggested that the comparison with the private rented sector was something of an afterthought. Uncharacteristically for her, she had not read the impact assessment we published in 2012, in which we made that very point. We heard from some of my hon. Friends about how their local authorities have been very proactive in this area. We heard how, in ... 17 Dec 2014 AYE
That is hardly robust encouragement from the Government. It appears that the Liberal Democrats have had a change of heart. They now admit that section 78 of the 2010 Act was the right approach all along. We still have time before the election to make pay transparency a reality. It does not require primary legislation. Section 78 already gives the Government the power to make regulations to require... 16 Dec 2014 AYE

I completely understand why the Government have decided that within the 14-day period there should be no appeal or review, but I cannot understand why paragraph 8 of schedule 1 prohibits or prevents the judge from considering whether there is a basis for the order or retention in the first place. All the judge can do is ensure that those who are considering the matter are doing so diligently. He i... 15 Dec 2014 AYE
If someone fails a fitness test through no fault of their own and they do not qualify for ill health retirement, they will get a redeployed role or an unreduced pension. That will be put on a statutory footing in the national framework—a full, unreduced pension, if not an alternative role. Having heard the words of the Minister, I think the whole House can now support the statutory instrument. I a... 15 Dec 2014 AYE
“The Bill establishes the secure college in law. Beyond the legal framework, the legislation does not specify details of the regime to be delivered within the secure college.” The most obvious example of that is the secure college rules. Effectively, the secure colleges are the old-style Borstals, and everybody knew that they did not work. Indeed. One of the fundamental problems is that there is n... 1 Dec 2014 NO
