Question accordingly negatived. Amendment made: No. 4, page 4, line 8, leave out 'the keeping or using of' and insert 'keeping or using'.— [Dawn Primarolo.] Amendment proposed : No. 47, page 4, line 37, at end insert— 22 Oct 2008 NO
Question accordingly negatived. It being after Six o'clock, Mr. Speaker then proceeded to put the Questions necessary for the disposal of the business to be concluded at that hour, pursuant to Order [this day]. Amendment proposed: No. 41, page 3, line 26 , at end insert— 22 Oct 2008 NO
"A religious man is a person who holds God and man in one thought...at all times...Whose greatest passion is compassion...Whose greatest strength is love and defiance of despair." The Bill marks the malign abandonment of those values. By confusing or avoiding the definition of what is, or what is not, human, and by blurring the fundamental and profound ethical divide between ourselves and animals,... 22 Oct 2008 NO
The general public, whom we represent, have every view and none on the subject, but there is an enormous range of opinion, about which people on both sides feel very passionately. It cuts completely across political party, both for the public and for us, and there is no way in which a particular Member of Parliament can possibly hold himself up as representing the strong feelings that some section... 22 Oct 2008 NO

I want to support amendment No. 49, in the name of the hon. Member for Southport (Dr. Pugh) , and amendment No. 41, in the name of the hon. Member for Stroud (Mr. Drew) . Both amendments are concerned with proposed new section 3ZA(5) to the 1990 Act and are similar to amendment No. 46, to which I was a co-signatory but which was not selected. In the Human Reproductive Cloning Act 2001, the Governm... 22 Oct 2008 NO

Not at this stage, no. I say gently to the hon. Member for Rutland and Melton that it is not surprising that we in the Government should not know from one day to the next whether his party supports the continuation of regional development agencies— Order. It does not matter whether the Minister has two minutes left or not. He is not going to give way. The Opposition flip and they flop, they shilly... 21 Oct 2008 AYE
There will be no automatic right. The Minister told the hon. Member for Wolverhampton, South-West (Rob Marris) that he wants to preserve the rights of foreign spouses of British nationals, even if they have been here for five years. So when he says there is no automatic right, he means that there is no automatic right unless someone is married. That is the first exception, and there will be others... 21 Oct 2008 AYE

The Bill introduces greater transparency to political donations. At various points in the past— Returning to the important theme of the arms race, will my hon. Friend assure the House that when that matter comes before the Committee he will take it very seriously? In the end, the Bill must be about giving confidence not only to Members of Parliament or candidates but to the wider public, who need ... 20 Oct 2008 AYE

I know that time is against me, so I shall conclude by saying merely that I believe that it was a good thing that the Electoral Commission stated the following to me: "In our report, we did not recommend the complete removal of candidates' addresses from ballot papers—but we did suggest that addresses on ballot papers"— one of the examples that we all know about— "could be abridged. Giving the fir... 20 Oct 2008 AYE

(13) In this section "detained" means detained in a remand centre, a young offenders institution or a secure training c... 8 Oct 2008 AYE
Interestingly, new clause 23 touches on some of the same issues, but proposes a more informal approach. It contains some interesting ideas; indeed, I would be rather surprised if something similar were not operating in the best local authorities. I am therefore not convinced that there is a need to legislate at this stage; rather, perhaps new clause 23 sets out some good practice that should be en... 8 Oct 2008 AYE

"if we fail in our endeavours to make the notification scheme work, we will not need to return to the House with primary legislation and we will implement the registration scheme, despite our concerns about whether it will work as well as everyone would like it to."—[ Official Report, Standing Committee B, 21 October 2004 ; c. 289-291.] We believe that local authorities should devise and publish a... 8 Oct 2008 AYE
"that—on average—around 9 per cent. of all statutory instruments transpose EC legislation...I believe this is the correct figure." "has previously researched Mr Farage's claim, made on Today , that this figure is 75 per cent., and found that it is supposedly based on a German government statement, although no-one has actually discovered it. Mark points out, however, that this whole area is a conte... 8 Oct 2008 AYE

What would my hon. Friend say to the former miner whom I met only last Thursday? That former miner may have seen this debate in a crystal ball. He was put out of work in the '80s when the north Staffordshire coal mines were not only completely closed, but filled in with concrete day after day. What would my hon. Friend say to him? He is still embittered about it now. I would say to him that there ... 7 Oct 2008 AYE
