I am slightly bemused by the hon. Gentleman's comments about having a boy to do my work for me, but I will not press that point. I think that he is being a little unfair. He was not here for the whole Report stage and has just come in for Third Reading, and he is not doing his own Government a service if he dismisses some of the legitimate concerns that have been raised. I am merely reflecting the... 18 Feb 2008 AYE
"regulatory system should focus on the needs of the patients and the public". The Commission for Social Care Inspection put it even more strongly: "It would be useful if there were an explicit expectation that the new care Commission had a relationship with Local Involvement Networks". That is precisely what our amendments seek to achieve. It is clear that there is a genuine and grand opportunity ... 18 Feb 2008 NO
Is the hon. Gentleman aware that research has shown that if the level of nutrition is generally higher, it reduces GPs' workload? If we send people out of hospital in a better state of nutrition, it will reduce the GP bill. I am sure that we would all agree that it would be beneficial all round. Specifically, it would be beneficial to the public purse, as well as to the general wellbeing of the po... 18 Feb 2008 NO
We also had an uncharacteristic contribution from the right hon. Member for Wells (Mr. Heathcoat-Amory) . He is not here now, so perhaps I shall refer to it later. In passing, I shall just say that he had all the passion of a convert in paying penance for his role in almost single-handedly achieving parliamentary ratification of the Maastricht treaty while deputy Chief Whip. If he returns to his p... 6 Feb 2008 NO

The Lisbon treaty makes a stronger, clearer statement than ever before about the role of national Governments in organising the resources and funding of their national health services. We will discuss the issues in greater detail as the Bill goes through Parliament. On competition, the protocol has the same legal weight as other treaty texts. The Law Society, of which the hon. Member for South-Wes... 6 Feb 2008 NO
My principal point is that I believe that my constituents are being unfairly treated. That applies not only to local government but police, fire and rescue and a range of other matters. Our outcomes are not too bad, but that is difficult to maintain against a general background of poor funding. I suspect that, to do the subject justice, I need to apply for an Adjournment debate, but I wanted to ma... 4 Feb 2008 AYE
To be honest, he continues: "While this is not a generous settlement, there appears to have been a genuine attempt at striking a balance between competing priorities." That is exactly what we seek to do nationally, and it is exactly what forces will seek to do locally. I do not think that the Northamptonshire police are on the list to come and see me yet, but if they want to do so in the next coup... 4 Feb 2008 AYE

Thank you, Mr. Deputy Speaker. I have written to members of the Committee to provide the further details that were requested earlier. I leave the House with this final thought. This is what Robert Chote of the Institute for Fiscal Studies said about the Budget package that has been the subject of today's debate: "To reform the system in a useful way within tight financial constraints and with only... 31 Jan 2008 AYE
Accepting the amendment would cost about £700 million, which is no mean matter. That would restrict the Government's ability to take further action on, for instance, child poverty and lifting pensioners out of tax, as proposed in the personal tax package announced in the 2007 Budget. The hon. Member for Gosport (Peter Viggers) described this as a mean little Bill—I paraphrase his comments—and spok... 31 Jan 2008 NO
Opposition Members have sought to criticise the principle of solidarity. That principle was first established in article 2 of the Maastricht treaty. indicated assent. Of course we believe in a generalised sense of solidarity. The Minister gave a good description of that; as his illustrations made clear, it is to do with sympathy and common humanity. What we are discussing now, however, is a legal ... 30 Jan 2008 NO

That is new and clear. The hon. Gentleman says, "So what?", but he should understand the words that he says he has read—they make it crystal clear that there is no threat to our national integrity. Will the Minister give way? With respect, I cannot; time is of the essence. Question put, That the amendment be made:— 30 Jan 2008 NO
Order. That is an abuse of our procedures. The hon. Gentleman is taking up time on a bogus point of order when the Minister is trying to reply to the debate. I have to leave it to the Minister. Turning to— On a point of order, Sir Alan. It is very difficult for Conservative Members to hear the Minister. He is rushing his answer because he does not have time to give it. Could you please ask whether... 29 Jan 2008 AYE
What the Government believe is good for the public is the wholesale transfer of the third pillar aspects of home affairs and justice into pillar one. Issues such as drug trafficking, terrorism and serious and organised crime, and Europol and Eurojust, which are currently subject to the third pillar so that decisions on them require unanimity among member states, will be elided into pillar one. The right hon. and learned Gentleman makes a fair point. The important point, however, is that the hon. Member for Stone (Mr. Cash) probably would not have given us the opportunity to conclude our proceedings at 10 o'clock, and the purpose of the motion is to ensure that we can do so. Based on the encouragement of the right hon. and learned Member for Rushcliffe (Mr. Clarke) , I urge the House to ... 28 Jan 2008 AYE

Under the treaty, there are improvements and changes in the way we organise qualified majority voting. Again, they are to be welcomed in our national interest. The liberalisation of our energy markets across Europe is an important change and improvement. Millions of UK citizens have their energy supplied by French companies. By opening up the energy market through the introduction of qualified maj... 21 Jan 2008 NO
There is a good deal that I cannot directly answer because of the time available. Essentially, we are modelling a proper system of victim referral and identification, as we must to implement the convention. The difficulty of identification is at its height in respect of children. Let me reassure everyone that we are working as hard and as well as we can on that. I reiterate the Government's commit... 16 Jan 2008 NO
As soon as we have the information, we will check as far as we can the date on which they were validated. I have to say that when I heard the reports last night, the SIA said—and I paraphrase—that the numbers looked like national insurance numbers. We have to determine whether that is the case— [ Laughter. ] Hon. Members laugh, but an accusation has been made that may be found to be invalid. That ... 16 Jan 2008 NO
I am sorry; the hon. Gentleman is the former interim leader of the Liberal Democrats. He touched on what unites many of us in this House, strange as it may seem. I profoundly believe in the comity of nations. For the four most recent centuries of this country's history, it has been vitally engaged in what happens in Europe. Our prosperity as a mercantile nation depends on trade. All those things a... 15 Jan 2008 AYE
It was clear from what my right hon. Friend the Member for Hitchin and Harpenden (Mr. Lilley) said that the current Prime Minister made it clear that he disagreed with his predecessor on the deal. Since I entered the House, one thing that I have learned is that a small Bill with a few clauses that is being debated for a short time is a most important Bill, and the Government are trying to get some... 15 Jan 2008 NO

The Bill also presents a significant worry because the money for pregnant women is to be paid at the end of the second trimester. All the evidence that we have established shows that, despite the Prime Minister's assertions, the only benefit to be derived for better diet is before conception and in the early weeks of pregnancy. That contrasts with the Prime Minister's comments. Notwithstanding tha... 15 Jan 2008 AYE

The fact is that the proposed reserve power actually goes further than section 127. The new clause does not just make industrial action by prison officers unlawful, as it applies to "any other action likely to affect the normal working of a prison". We have now reached a position of future uncertainty because of how the Government have reneged on the pay award. They have mishandled the situation i... 9 Jan 2008 AYE
The Government have noticed the problem, which is why the business is not scheduled to end at the usual time. That is not good enough. I feel pretty sure that the new clause that I tabled on prostitution, which is a significant proposal, will not be discussed for years to come, if legislative opportunities follow the usual path.
