Question accordingly agreed to. Mr. Deputy Speaker forthwith declared the main Question, as amended, to be agreed to. That the draft Financial Assistance Scheme (Miscellaneous Amendments) Regulations 2007, which were laid before this House on 20th November, be approved. —[Liz Blackman.] Motion made, and Question put forthwith, pursuant to Standing Order No. 119(9) (European Standing Committees) , 12 Dec 2007 AYE

Neither the Government nor the Bank would normally provide commercial lending of up to £30 billion for a going concern. Such a loan would be subject to approval by the European Commission. It is of course in everyone's interests that the situation with regard to Northern Rock is resolved as soon as possible, but it is also essential that the public interest is protected and that any proposals for ... 12 Dec 2007 NO
My hon. Friend the Member for North Durham (Mr. Jones) made a point about compensation. The 2005 scheme introduced a lump sum and a guaranteed income payment scheme. It is important that we recognise that, to the most seriously injured, that can amount to significant amounts of money—hundreds of thousands of pounds during a person's lifetime. The Liberal Democrats have produced a document called "... 12 Dec 2007 NO
Those are not my words, but those of the right hon. Lord Howe, the former Conservative Foreign Secretary, speaking in another place just this week. He appreciates that the proposed changes help the United Kingdom. Opposition Members suggested that our seat at the United Nations was in some way under threat as a consequence of the proposals in the reform treaty. It is ludicrous, and politically and... 11 Dec 2007 AYE
Question accordingly negatived. Main Question put forthwith , pursuant to Standing Order No. 62 (Amendment on Second or Third Reading) :— 10 Dec 2007 AYE
"The SDC is encouraged by the government's recognition of the central role of sustainable development in the Planning Reform Bill, as shown by the requirement for the Secretary of State to develop National Policy Statements 'with the objective of contributing to the achievement of sustainable development'." That is a significant body and a significant view, and endorsement for our approach. My hon... 10 Dec 2007 NO

Having an effective, humane and operational system for dealing with asylum applications is a necessary prerequisite for ensuring that the common European asylum system is effective. That does not alter our view that the system is desirable and that although it is right to ensure that we evaluate stage 1 properly before rushing into stage 2, the Government should nevertheless take seriously the iss... 29 Nov 2007 NO
My right hon. Friend the Member for Leeds, West (John Battle) also intervened. I know from long experience that he has been very interested in this subject and is a firm supporter. He and my hon. Friend the Member for Islington, North have emphasised, and reminded us of, the vital part played in the life of our country by the Bangladeshi community. We ought to celebrate that, and it is an importan... 28 Nov 2007 AYE

The real question for the Conservatives is whether they will support our agenda to tackle the causes of crime and social exclusion, and whether they will work with us to tackle some of the other issues that drive people into crime in the first place. Would they put forward the necessary resources to fund the prison building programme and to secure the necessary investment in the Prison Service? I ... 28 Nov 2007 NO
We are not aware of the specific case of the letters that the hon. Member for Tatton mentioned. If what he said is true—I have no reason to doubt it—HMRC regrets that it has happened in a small number of cases. The details in the letters are not sufficient on their own to establish identity in order to open a bank account, claim benefits or in any way abuse an individual's identity. Will the Finan... 28 Nov 2007 NO
Ten wasted years. Ten wasted years, as my hon. Friend says—I wonder how long it will be before that phrase crops up. I thank the hon. Member for North-East Bedfordshire (Alistair Burt) for the kind words at the beginning of his speech. He is a decent and honourable man, fine in his moderate terms—in contrast with the rest of his Front Bench team. To be frank, I was expecting a bit of a cut-and-thr... 27 Nov 2007 NO

Since the Minister says that she and other Ministers were shocked, and that she is going to hold managers accountable, will she tell the House when she first saw the Healthcare Commission's report—the Secretary of State said he saw it on 9 October —and what action she took? I saw the report on 9 October and met the Healthcare Commission that afternoon. That happens to be what happened. What we are... 21 Nov 2007 NO
I would love to, but I do not have time. My hon. Friend the Member for Bury, North asked a series of questions. Being limited in the amount of time available today, I shall do my best to answer them in a letter. We have had an engaging debate this afternoon, and it has given us another chance to go around the track and discuss leadership and the confusion evident in the Conservative party. We have... 21 Nov 2007 NO
Perhaps the Conservatives will use the money that would have gone to reconstruct the former Soviet bloc to pay for removing inheritance tax from millionaires—they have no other way of paying for it. The crux of the debate is that if the rebate was not disapplied for eastern Europe, the UK would have a windfall from the accession of eastern European countries. That is akin to a transfer from the po... 19 Nov 2007 AYE

"has been hard won, and should not lightly be thrown away." I urge the hon. Gentleman to reconsider his position. Will the right hon. Gentleman give way? I do not have time. Question put , That the amendment be made:— 14 Nov 2007 NO
I heard my right hon. Friend the Secretary of State for Children, Schools and Families, who opened the debate, speak about guaranteeing apprenticeships for all who want them. That is a great idea. What mechanisms can the Government introduce to make sure that apprenticeships are available? I have come across cases where young people want apprenticeships but cannot find an employer with whom to do ... 13 Nov 2007 NO

Does the hon. Gentleman agree that it is important for there to be consultation with the children's organisations, charities and voluntary bodies? They stand up for children, and one would certainly want an assurance that such full consultation about the code of practice would take place. I want to hear the assertion that such consultation has already happened. I want the Minister to say from the ... 29 Oct 2007 NO
The official Opposition welcome part 14 as so well amended in the other place. Lords amendments Nos. 175 to 201 to clauses 222 to 233 go a considerable way towards making LINks effective in the Government's terms. Conservative and Liberal Democrat Lords have significantly improved the Bill. Notwithstanding that, LINks remain a poor shadow of PPI—patient and public involvement—forums and community ... 24 Oct 2007 AYE
I have not consulted the chief constable. I do not believe that he has a locus in the matter, except perhaps in providing police officers to ensure that the election is conducted safely. However, that has not been a problem in recent years in our part of the world. However, despite disagreement about the transitional arrangement, there is agreement across the board that we want elections in 2008 a... 24 Oct 2007 NO
Lords amendment: No. 15A. I beg to move, That this House disagrees with the Lords in the said amendment and proposes Government amendment (a) in lieu. Hon. Members may recall that when we discussed the issue of the board's policy statements in Committee we were broadly in agreement with the amendments made in the other place, but we were not able to accept the requirement for a policy statement to... 24 Oct 2007 AYE
I totally accept that, but when we last debated the subject on Report, the hon. Gentleman said, when referring to the certification officer: "I have some criticisms about the system's lack of teeth".—[ Official Report , 15 October 2007; Vol. 464, c. 610 .] I agree with him, and we should review that. As the House may recall from our previous discussions on the subject, we had two problems with the... 24 Oct 2007 AYE
