This is a very important point. There was an old rule right through history that with proposals for a big change, those who did not vote were expressing that they were satisfied with the existing arrangements. Does my hon. Friend agree that if one believes in change, one votes for change, and that if one does not believe in change there is no incentive to do so because one is consenting to the exi... 2 Nov 2010 NO
(9) This paragraph applies instead of regulation 91 of the 2008 Regulations. (10) Paragraph 19 of Part 3 of Schedule 2 to the Local Elections Order has effect as if- (a) in sub-paragraph (1), the reference to paragraphs 11 and 17C(b) were omitted; (b) in sub-paragraph (2), the references to envelopes were omitted.'.- (Mr Harper.) Question put, That the amendment be made:- 2 Nov 2010 NO
Will the Deputy Leader of the House give way? No, I have got to make progress. The third reason for abolishing inquiries is that they rarely lead to significant changes in recommendations. The statistics that are often prayed in aid of local inquiries usually group together many different constituencies and include changes solely to the names of constituencies, to inflate the figure of the proport... 1 Nov 2010 AYE
2. The proceedings shall (so far as not previously concluded) be brought to a conclusion at the times specified in the second column of the Table. The Government are, however, keen to ensure that Members have further opportunity to debate all the Bill's provisions on Report, so the programme motion prioritises those provisions on which less time was spent in Committee. The motion provides that tod... 1 Nov 2010 NO

Surprisingly, Opposition Members also raised concerns about the pensions solution. The hon. Member for Vauxhall said that it is possible to achieve a solution on pensions without a sale. It would be irresponsible to ask the taxpayer to take on an £8 billion deficit without securing private capital and disciplines and without transferring future risk from the taxpayer. This is a package deal, which... 27 Oct 2010 NO
"a dark day for any family struggling to stay out of poverty, or deep in it already and fearing things will get worse still." Will the hon. Lady give way? I am afraid I do not have time. My hon. Friend the Member for Chesterfield (Toby Perkins) stole my line earlier when he talked about the Government believing in women and children being first when it came to cuts. The phrase "women and children ... 26 Oct 2010 NO
To the hon. Gentleman. No, I am not a member of the- Order. We cannot have two people on their feet at the same time. The Deputy Leader of the House should give way to Mr Walker. I should like to point out to the Deputy Leader of the House that I am not a member of the Backbench Business Committee. I apologise; I thought that the hon. Gentleman was. I apologise to him and to the House. I hope that... 25 Oct 2010 AYE

The hon. Member for Rhondda also mentioned some of the other elections that we propose to combine. I want to correct a small error. I think that I said that five mayoral elections were planned for next year, but the figure is four. I shall list the places for the hon. Gentleman's benefit: Bedford, Middlesbrough, Mansfield and Torbay. It is possible that further mayoral or by-elections might take p... 25 Oct 2010 NO

As in many of these issues, it is about whether there is a clear mark. If the elector marks the paper in such a way that it is not possible for the returning officer to work out what they intended, it clearly cannot count, so it comes down to whether they have expressed a clear preference. In the case that the hon. Member for Rhondda set out, it would be clear what they had done, so there would be... 19 Oct 2010 NO
Those were the words of our new Prime Minister, uttered in 2009 in his powerful speech about rebuilding the connection between Parliament and the people. I am introducing this Bill to try to help the Prime Minister to achieve his aim. I yield to no one in my admiration for my hon. Friend the Member for Wellingborough (Mr Bone) , who has a proven track record of raising thought-provoking questions.... 19 Oct 2010 NO
As is well known, the question is not simply whether the provisions should be permissive or compulsory. We then move on to the question of what is in the mind of the officer. How are we to establish what the officer thinks there is a reason to doubt? After all, if we are asking in legislation for a potential judicial interpretation-a compulsory requirement to depend upon what somebody thinks-how, ... 18 Oct 2010 AYE
I will give way to the hon. Gentleman first. The Parliamentary Secretary is in danger of understating the seriousness of the problem. My Hackney constituency was one of the places where this problem arose, and at the appropriate time I hope to expand on how serious an issue it was. The hon. Gentleman raises two separate issues. The latter problem is clearly one that I hope does not arise, although... 18 Oct 2010 AYE
I shall not withdraw the amendment, because I do not accept the premise on which the Minister has advanced his argument. I presume that in his definition of a school for the purposes of the provision, he relies on paragraph (9)(3)(a) of schedule 2, which states that it is either "(i) a school maintained or assisted by a local education authority;" "(ii) a school in respect of which grants are made... 18 Oct 2010 AYE

Natascha Engel, do you wish to respond to the debate? I will be seeking your permission to press my amendment 332 to a vote when the time comes, Ms Primarolo. It is a shame that the Minister has focused on a technicality, rather than looking at the important point behind the principle of extending the franchise to 16-year-olds. That is a shame; therefore, I shall seek to divide the Committee on my... 18 Oct 2010 AYE
I know that my hon. Friend the Member for Harwich and North Essex has anticipated my next argument and tried to clear it out of the way. When asked about the neutrality of the Electoral Commission last week, he said that he had "the highest respect" for Jenny Watson and that "because of her previous position, she will want to be seen to be as impartial as possible".-[ Official Report , 12 October ... 18 Oct 2010 AYE
Will the Minister comment on the central point of the change from "may" to "must"? Let me address another issue that the right hon. Gentleman and the hon. Lady have both touched on about this poll in particular and elections in general. There may be changes that we can make to electoral law in general-the Government keep that under review-but I do not think that legislating specifically for one po... 18 Oct 2010 AYE

Yes I can, and the PCS has written to the Minister again recently asking for meetings. I believe that one meeting has taken place, so there is potential. However, we cannot expect a negotiated settlement to take place when tactics are used that undermine the confidence not only of the PCS but now of the POA. That lack of confidence is now infesting other unions as well. Does the hon. Gentleman sha... 13 Oct 2010 NO

It would be better if there were no guillotines in the days provided for debate. As the Minister's colleague, the hon. Member for Broxbourne (Mr Walker) , asked: what is the rush? Does this Bill have to be hurried through because its measures are the glue that hold together the coalition-that is what Opposition Members suspect, and indeed I think that it is what the hon. Gentleman suspects as well... 12 Oct 2010 NO
