Does my hon. Friend agree that it is disappointing that the Minister was not able to say whether parent governors would be elected or appointed? The other issue is that existing comprehensive schools can have as many as eight elected parent governors, whereas under the Bill the number is only two. My hon. Friend has made his point to the Minister and the House as is his wont. The progress that occ... 26 Jul 2010 NO
Question accordingly agreed to. Debate interrupted (Programme Order, 19 July ). The Chair put forthwith the Questions necessary for the disposal of the business to be concluded at that time . Clauses 17 to 19 ordered to stand part of the Bill. 26 Jul 2010 AYE
Let me explain why we consider new clause 7 so important. Subsection (1)(c) refers to "social cohesion in the local authority area where the school is situated." I was tempted to rise and respond to the question of whether the model under discussion is the same as that which the Liberal Democrats have advocated throughout history. It is not of course, but real progress has been made in that the Go... 26 Jul 2010 NO

"The Secretary of State expects that a significant number of Academies will open in September 2010". Is the Minister now suggesting that academies will open without a funding agreement being in place? The school can continue with an academy order made. That is the point. The academy order can be made in September, but the funding agreement might take several additional weeks afterwards- [Interrupt... 26 Jul 2010 AYE
If the Minister says tonight that this decision had nothing to do with the directors' shareholdings, why did the Prime Minister and Deputy Prime Minister allege that that was the case as justification for this decision? The right hon. Gentleman usually makes intelligent contributions, but that was just part of the knockabout nonsense- [ Interruption. ] This has always been, as my colleagues and I ... 21 Jul 2010 AYE
I think one element of it was in order, and I shall respond to it because I am keen to respond as best I can despite this being my first Bill. The hon. Gentleman asked about the priority that will be given to special schools. I was about to say that we are treating special schools in a different way from others, which I hope will reassure some Members who have concerns. The process will be longer ... 21 Jul 2010 AYE
That leave be given to bring in a Bill to impose penalties on credit and debit card providers for the facilitation of the downloading of child pornography from the internet; and for connected purposes. My Bill would penalise credit card companies that enable the downloading of child pornography off the internet. The International Business Times says: "Child pornography is one of the fastest growin... 21 Jul 2010 NO

That is what the voters expect, and what they-[Hon. Members: "Give way!"] Oh, I will give way. I am very grateful to the hon. Lady, but will she accept this one point? Throughout the debate her party has argued that the state is too big. Everyone accepts that the Budget will cut the size of the state so that in six years, it will be smaller as a proportion of GDP than it was in 1997. Does that not... 20 Jul 2010 NO

Question accordingly negatived. Question put forthwith ( Standing Order No. 62(2) ), That the Bill be now read a Second time. 19 Jul 2010 NO
Will the Minister give way? I will not, because there is very little time left. The hon. Member for Huddersfield also raised the issue of free schools and faith schools, as did the hon. Member for Middlesbrough South and East Cleveland (Tom Blenkinsop) . Although existing faith schools will retain their faith designation on conversion to academies, new faith schools will be able to select only 50%... 19 Jul 2010 AYE

I will allow the right hon. Lady to intervene. I thank the Minister. I did not suggest that there should be compulsory amalgamation of police forces. I was pointing out the problems in the current force structure that must be attended to to ensure that we have the best possible capacity to deal with serious and organised crime. That is a debate that we should be having, both in terms of value for ... 14 Jul 2010 NO

I should like to know what the Government think about four issues related to reform. The first is the contrast between European Union and United Kingdom law. The Exchequer Secretary will have already memorised annex III of Council Directive 2006/112/EC. As he knows, it allows reduced rates for "medical equipment, aids and other appliances normally intended to alleviate or treat disability". He wil... 13 Jul 2010 AYE

I apologise to the right hon. Member for Cardiff South and Penarth (Alun Michael) . During his two interventions on me I failed to acknowledge his significant contribution to the voluntary sector over many years. I should have taken the opportunity to acknowledge his sterling work for the third sector and the voluntary sector. The hon. Member for Wrexham (Ian Lucas) added a great deal in terms of ... 13 Jul 2010 AYE

In conclusion, I think that I have satisfied the concerns underlying the amendments and I hope that the amendment will not be pressed to a Division. I recognise that the consensus in the debate is that it is important to test the right amendment this evening. I therefore wish to withdraw my amendment, but I hope that one of the amendments that would require the Treasury to justify and assess the i... 12 Jul 2010 AYE
Will the hon. Lady give way? If the right hon. Gentleman will forgive me, I will not as I have only four minutes left and I need to conclude my speech. No longer will people be forced to turn down work on the basis that they would gain little more from employment. We aim to roll out the Work programme by next summer, and until then the Government will ensure that support is in place for unemployed... 7 Jul 2010 AYE
including the Finance Bill, are exempt from interruption and may be proceeded with until "any hour though opposed". The right hon. Member is quite entitled to move the closure motion. It is the decision of the Chair whether to accept it, so what I would say is, Angela Eagle, I am sure you must be very near the end of your speech now. I was talking about the sneaky little move from the retail price... 6 Jul 2010 NO
